Paying your rates

Your rates notice is issued in July every year. It can be paid:

  • in full by the due date or
  • in four quarterly instalments. 

Paying by instalment

  • First instalment due 1 September 2017
  • Second instalment due 1 December 2017
  • Third instalment due 2 March 2018
  • Fourth instalment due 1 June 2018

If paying by instalment you will receive a separate notice at least 30 days before each payment is due. 

Receive your rates notices via email

Have your rates notice delivered to any device or computer. It is quick, easy and secure way to view your rate notice.

  1. Scan the QR code printed on your rates notice or go to www.nacouncil.formsport.com.au
  2. Register your details (See “Steps to register” below) and the next rates notice will be conveniently delivered to your nominated email address.
Steps to register :

Step 1 - Complete the online registration form once you have scanned your QR code or have gone to www.nacouncil.formsport.com.au .

Click on the “Register” tab in the top right hand corner.

Enter your name exactly as it appears on the rates notice, including spaces and symbols.             

Enter your assessment number and email address.

Choose a username, make it easy to remember so you can log in later.

Step 2 - Check your inbox. Click the link, it lasts for 48 hours.         

Step 3  - Choose a password. Use this along with your username to log in.

You will now receive notices in your inbox, and you can log in and view them online at any time.

How to make your payments

There are a number of ways rates can be paid.  These are:

  • By BPAY – Contact your participating Bank, Credit Union or Building Society to make payment from your cheque, savings or credit card account.  Your Biller Code and reference Number are shown on the front of the account. Please allow 2 banking business days for the BPAY Payment to go through.
  • Make Cheques and money orders payable to “Northern Areas Council” and crossed “Not Negotiable” Cheques are accepted conditionally subject to being met on first presentation. Post-dated cheques will not be accepted. No liability will be accepted for postal payments made by cash. Send payment with tear off slip to Northern Areas Council, PO Box 120, Jamestown SA 5491.
  • At Australia Post offices – Pay in person at any post office or go to postbillpay.com.au or phone 131816
  • Payment can be made over the phone using Visa/MasterCard.
  • Payment may be made in person at the Jamestown/Gladstone/Spalding Offices during opening hours, Cash, Money Order, Credit Card – Visa/MasterCard only may be used.

Late payments

Rate payments must be received on or before the due date shown on the rates notice. If payments are late:

  • we must charge a two per cent fine under state government legislation
  • further interest is added each month until full payment is received.

Legal action may also be taken without further notice being provided.

Difficulty in Paying Rates

Any ratepayer who may, or is likely to experience difficulty with meeting the standard payment arrangements is strongly invited to contact the Rates Officers, to discuss alternative payment arrangements.  Council treats such enquiries confidentially.

Valuation Enquiries

Objection to Valuation

This assessment is based on Capital Value determined by the State Valuation Office and not by Council.
You may object to the valuation referred to in this notice by writing served personally or by post to the Valuer-General within 60 days after the date of service of this notice.


BUT NOTE:
(a)     if you have previously received a notice or notices under the Local Government Act 1999 referring to the valuation and informing you of a 60-day objection period, the objection period is 60 days after service of the first such notice;
(b)     you may not object to the valuation if the Valuer-General has already considered an objection by you to that valuation.
The Valuer-General may extend the 60 day objection period where it be shown there is reasonable cause to do so by a person entitled to make an objection to a valuation.
A written objection to valuation must set out the full and detailed grounds for objection. Objections can also be submitted via an online form at http://www.sa.gov.au/landservices and enter “Objecting to a Valuation” in the search field.  Differential rates (and or charges) imposed by rates (and or charges) are still due and payable by the due date even if an objection has been lodged.

Single Farm Enterprise

Section 152 of the Local Government Act 1999 provides that “if two or more pieces of rateable land within the area of the Council constitute a single farm enterprise, only one fixed charge may be imposed against the whole of the land”.

If you have not completed an application form or have purchased, sold, subdivided or amalgamated any land or changed your entity and need to update your application form. Forms are available from the Jamestown, Gladstone and Spalding Offices and must be completed and returned by the 30th June for it to be implemented for the next financial year.

If the application form is not received by Council by the due date, no exemption will apply to the following financial year fixed charge component of your rates.

Change of Address

Have you moved house or changed your postal address recently?

Updating your new residential and/or postal address means Council is able to send your rates notice, animal registration and other important information to the correct address.

This is especially important if your current postal address is different from the address shown on your recent Council Rates Notice or Animal Renewal Notice, or if you did not receive your notice.

Ratepayers remain liable for all rates declared on their property, with late payment fees applying if quarterly payments obligations are not met.

To change your postal address you can either:

  • Complete the tear off slip on the reverse side of your rates notice and return to Council.
  • Email Council at admin@nacouncil.sa.gov.au, providing the details of your assessment number, property location, your full name and your new postal address.
  • Advise Council in writing at PO Box 120, Jamestown SA 5491, providing the details of your assessment number, property location, your full name, your new postal address and sign the advice. Please download the form below.

Waste Collection Service

The Waste Collection Service is for a 2 bin service pickup.

General Rubbish – 140 Litre

Recycling Bin – 240 Litre

This is available to all Urban Ratepayers which is a charge that is shown on your Rate Notice.  If you require additional services, please contact the office.

Some rural properties voluntarily participate in the service and are invoiced through Councils debtor system for an annual charge.  If you wish to see if there is a pickup currently near you please contact the office.
